The practical licensing question
A license advertised for sale is only the beginning of the inquiry. We examine the seller’s standing, proposed buyer, intended operations and property together, then identify the evidence and approvals needed to move forward. Future applications blocked by the moratorium remain a planning engagement.
A serious answer must reconcile all three parts of the project—not merely confirm that an application page exists.
Proprietary Who–What–Where analysis
Reconcile the ownership roster, managers, funding and agreements. Check age, Oklahoma residency, ownership percentages, background requirements and prohibited interests against the selected license and applicant structure.
Separate cultivation, processing, dispensing, transport and testing. Identify whether the project is an acquisition, renewal, location change or new application, and verify that the pathway is presently usable.
Confirm jurisdiction, site control, zoning, applicable school setbacks, Certificate of Compliance, occupancy and fire approvals. Review utilities and buildout against the proposed operations before committing to the site.

License Readiness Report
The Oklahoma License Readiness Report applies Who–What–Where to one defined project. It records the source, evidence, responsible party, unresolved condition and next action for each controlling requirement. Conclusions are Ready, Conditionally Ready, Not Ready or Insufficient Evidence; an unresolved critical requirement cannot be treated as satisfied.
Questions serious applicants ask
No. HB 3143 extended its end date to August 1, 2028. OMMA’s updated notice reflects that extension; some older FAQ text still cites 2026. We use the enacted extension and current rules.
Those pathways are excepted from the moratorium, but require approval. HB 3143 restricts transfer applications involving specified pending administrative actions or appeals and imposes at least a six-month waiting period after completion of certain sanctions. A target’s eligibility must be verified before structuring a transaction.
The current rules exempt testing laboratory, transporter, education, research and waste disposal licenses. Exemption from this moratorium does not establish an applicant’s eligibility or guarantee that a particular filing will be accepted.
The incoming owner must obtain the required OBNDD registration before ownership and operations begin. The seller must maintain the existing license during review. OMMA describes a 15-business-day product transition after the new registration is approved.
Grower fees vary by cultivation scale; processor and dispensary fees use tier schedules. OMMA’s transfer guidance states $2,500 plus the applicable tier fee; location-change requests are $500. Standalone transporter applications are $2,500; testing laboratories are $20,000. Confirm the current assessment, processing charges, OBNDD and local costs before filing. These are separate from Green Rush fees.
No. The $5,900 report establishes what the evidence supports and what remains to be done. Location Vetting is $2,900. Application development and implementation are separately scoped, with full-service support starting at $7,400.
